Maine

Maine received an abbreviated version of IDTA in Round 3 which served to galvanize the Child Welfare/Substance Abuse Committee which has existed since 2001. Maine focused their activities around the primary outcome of increasing permanency for children in out-of-home placements. To that end, they developed the following products:

• Universal screening protocol (PDF - 131 KB) - By design, every family touched by the child welfare system will be screened for substance abuse, utilizing the same screening instrument and procedural guidelines.
  
• The Screening and Assessment for Family Engagement in Recovery (SAFER) Initiative: Screening and Assessment for Family Engagement in Recovery, Memorandum of Understanding (PDF - 177 KB)

• Child Welfare Case Mapping  - to assess the access, linkage, and communication opportunities in the first 30 days of the case, in order to improve identification and earlier access to assessment, engagement, and treatment enrollment. 
  
• Family Treatment Drug Court -Contingency funding was secured to support existing FTDC activities, and a revised model was developed that combined the roles of Sacramento County’s Early Intervention Specialist and the specialized case management functions of the Recovery Specialists in the STARS Program.  
  
• Strategic Plan (PDF - 45 KB) - based on the 10-Element Framework, but tailored to the strengths of Maine’s coalition, with actions and timeframes targeted to increasing permanency.
  Maine also utilized IDTA to plan for regional implementation of a Child Welfare Treatment Network, working with a regional child welfare and child mental health collaborative network established through the Future Search Program.
